Returning from their last road trip to White Castle, Harold and Kumar set off for Amsterdam. But when Kumar lights up his new bong on the plane, the pair are arrested, accused of being terrorists, and sent to Guantanamo Bay. When they're ordered to fellate a guard, Harold and Kumar make an escape, and embark on a search for Kumar's ex-girlfriend's fiancé, hoping that he will intercede with Washington on their behalf. But with the feds in hot pursuit, will Harold and Kumar ever get to sample the legal weed of Amsterdam?
